2015 Management of Change to Feature Prominent Industry Visionaries and Government Leaders


The American Council for Technology and Industry Advisory Council (ACT-IAC (News - Alert)), the premier public-private partnership in the government IT community, today announced the speakers and programming for the 2015 Management of Change (MOC 2015) education and training event. Themed "Hacking Culture through Innovation," MOC 2015 will be held on May 17-19, 2015, at the Hyatt Chesapeake in Cambridge, Md. The event will attract more than 500 attendees and feature at least 55 speakers, representing more than 25 government agencies.

U.S. Deputy Chief Technology Officer Ryan Panchadsaram joins the event's roster of plenary speakers, which includes futurethink Founder and CEO Lisa Bodell; Box (News - Alert) Co-Founder and CEO Aaron Levie; and Tomorrow CEO Mike Walsh. Leading the Tuesday Un-Federal panel is Uber Head of Technology Services Chris Cravens, who will discuss industry changes and the impacts of new uses of technology.

"Top visionaries and proven innovators from across government and cutting-edge corporate leaders headline our rich agenda," said Kathy Conrad, Government Chair for MOC 2015. "We will engage attendees as active participants in high-energy sessions that will empower them to be change agents, armed with actionable tools to transform the ideas discussed at MOC into real-world solutions for government challenges."

Session speakers and facilitators include: State Department Director Consular Systems and Technology Greg Ambrose; GSA (News - Alert) Deputy Associate Administrator, Office of Innovative Technologies/18F Martha Dorris; NIST Associate Director of Internet of Things and Cyber-Physical Systems Sokwoo Rhee; U.S. Citizenship and Immigration Services Chief Information Officer, Office of Information Technology, Management Directorate, Mark Schwartz; USDA Risk Management Agency CIOChad Sheridan; FEMA Chief Data Officer Christopher "Scott" Shoup; and Department of State Staff Director of U.S. Nuclear Risk Reduction Center Ned Williams; among others.



The program will provide attendees with the opportunity to share insights and learn about successful strategies and practical approaches to bringing innovative ideas to their organizations, while earning Continuing Education Units and Professional Development Units. There will be three industry participants for every one government attendee to maintain a balanced dialogue.

Each track is made up of three sessions, called "hackathons" because of their unique formats and goals to develop actionable takeaways.


  • The Elephant in the Room: Disrupting the Status Quo
    Technology changes faster than people. Participants will learn to tackle the "elephant in the room" - resistant individuals and organizational culture that can impede innovation and progress. They will discuss incubating a culture of innovation and overcoming inertia to create catalysts for change.
  • Preparing for the Next Wave of Disruption: Internet of Things (IoT)
    What does IoT mean in the government environment? Participants will discuss the real-world implications of IoT for delivering government services and executing on mission.
  • Wisdom of the Crowds: Innovating from the Outside-In
    Participants will prepare a Playbook of tools, resources and best practices for using crowdsourcing to solve pressing business challenges.
  • Life in the Fast Lane: Continuous Delivery as a Strategy
    Each session will discuss a core pillar of the Delivery as a Strategy concept and will evolve a maturity model for assessing the readiness and capability of federal organizations to deliver services in the digital age.
  • Think Tank
    Participants will discover how to improve service delivery using resources such as the White House Digital Services Playbook, the Federal Enterprise Institute's "Immunity to Change" mapping model and the Data Act.

"Our agenda is packed with collaborative learning experiences where attendees can choose from our hands-on hackathons and Innovation Games to Think Tank and Learning Lounge sessions.
